Under the new War Revenue Ordinance No. 13 of 1941 liability to salary tax is not incurred until after the total of more than 180 days residence. Section 74 empowers the Governor in Council to exempt any person from tax but I consider it undesirable to exercise this power in favour of allied merchant seamen generally and would prefer to wait until a concrete case arises. This appears unlikely.
